LTO and PNP-ACG Unite to Hunt Down Online Fixers and Scammers

The Land Transportation Office (LTO) has partnered with the Philippine National Police Anti-Cybercrime Group (PNP-ACG) to intensify the government’s fight against online fixers, scammers, and cybercriminals targeting the agency’s digital platforms.

A Memorandum of Understanding (MOU) was signed by LTO Chief Assistant Secretary Vigor D. Mendoza II and PNP-ACG Director Police Brigadier General Bernard R. Yang, following the directive of President Ferdinand “Bongbong” Marcos Jr. to ensure that government digital transactions are secure and that data privacy is strictly protected.

Mendoza explained that both agencies share a mandate to safeguard data protection and prevent cyber-related crimes, which often require close collaboration. “The cooperation of the LTO and the PNP-ACG is essential to make our digital platforms safe for clients, especially against online scams,” he said.

The agreement outlines case referrals, joint investigations, coordinated enforcement, knowledge sharing, and capacity-building activities. It also guarantees that stakeholders’ rights to data privacy and cybersecurity will be prioritized.

The LTO has already rolled out measures to curb fixers, including digitalization of services, on-site outreach programs, collaboration with law enforcement, and deployment of confidential agents to monitor illegal activities. With the PNP-ACG onboard, Mendoza said the agency expects “more aggressive operations and legal offensives against fixers, scammers, and cybercriminals.”

For his part, PBGEN Yang welcomed the partnership, calling it a significant step in protecting Filipinos both on the road and online.

“This collaboration between the PNP-ACG and LTO strengthens the government’s campaign to track down cybercriminals. It is not just about transportation—it is also about ensuring safety in cyberspace,” Yang said.
